Assessment Framework
The Assessment Framework has been designed to:
- inform and guide decisions about the options for reuse and sustainable development, which can read alongside local planning guidance and be open to challenge and support
- inform the identification of key issues to be taken on board prior to pre-application discussion, which plays a vital role in flagging issues and potential difficulties at the outset of a scheme
- guide best practice in conversion, through flagging key design issues and links to other more detailed guidance
- provide applicants with a clear and structured framework for assessment, and planning officers with the confidence to be proactive
- facilitate communication between all parties and thus save resources of local authorities, applicants and agents
